Greetings fellow car club members,


This is an invitation from the Old Car Council of Colorado (OCCC), to join us in the fight to
retain our ability to own and enjoy automobiles and motor vehicles of all descriptions
and age. Including the autos that were the forerunners that brought us to the fine
automobiles we enjoy today. Please do not confuse our name for being a group who
only deals with antique and historical vehicles. We are Old, in that we have been here,
taking care of business, helping all forms of motor vehicle owners for forty years. The
fact is, as soon as you drive your new car off the showroom floor, it starts on its way to
being a target for special interest groups who want to impose their often unfair and
potentially deleterious restrictions on you and/or your pride and joy.

Our Old Car Council of Colorado is recognized nationwide as a leader in this effort.


Aside from its legislative watchdog functions, the OCCC supports its member clubs by
fostering a spirit of cooperation and fraternity, provide for joint and multiple interests of
the special interest and old, collectible car community. Promotion of club events such
as shows, tours, rallyes, and the like is also supported. The inclusion of family fun and
enjoyment with such events is always encouraged in an effort to provide for continuity
into future generations. The OCCC also works to publicize the car hobby in a good light,
to show the positive aspects of the ownership of the myriad of classifications of
special motor vehicles available in our world.


From a legislative standpoint, this is an uphill battle. Some states have proposed
legislation that would remove all cars older than 1977 from the roads while other states
allow industrial heavy polluters to scrap cars, running or not, for credits against their
violations, removing massive part sources from the enthusiast in the process. There is
ongoing legislation in most every state in the union that can directly affect car
ownership and operation. For the person whom the automobile is more than just a form
of transportation, this type of legislation must be kept in check. To help keep an eye on
the big picture, OCCC is also a member of SEMA, Specialty Equipment
Manufacturing/Marketing Association. SEMA are also involved in these efforts on a
national basis.


In an effort to stem the tide, the OCCC has, for many years, secured the services of
lobbyist Leo Boyle, to assist us in the process of initiating positive, identifying negative,
modifying and/or stopping the legislation that is directed at the automotive enthusiast,
their vehicles, or the hobby.

Simply by maintaining a presence in the legislature, a legislator considering an
automotive related bill can contact Leo, get a feel as to how it might play in the world of
the enthusiast and see what opposition they might face. This process has stopped
many pieces of poorly written legislation before they got started.


The lobbying effort of the OCCC is our most important function. The Council represents
many car clubs, and several thousands of their club members in Colorado, and would
like to speak for a greater number of automotive enthusiasts. We must stand together
to keep legislation from bringing an end to the car hobby as we know it. The process
that government often employs is that of "incrementilism". That being the slow,
deliberate chipping away at a right, privilege, or activity, until it is gone for good. It is
very much like cooking a frog. If you throw a frog into boiling water it will do its best to
get out. If you put a frog into frog temperature water and slowly heat it, the frog will be
cooked before he knows what is happening.


Becoming a member of the Council is easy. Car clubs with at least 10 members, having
been in existence for at least 6 months, incorporated in the state of Colorado or an
affiliate of an incorporated national club can make application to the Council. Yearly
dues are $50, clubs are assessed $3 per member family in Colorado for their first 200
members only. This assessment goes to paying for our lobbyist. Your club may elect or
appoint a representative and an alternate, to attend monthly meetings and be a part of
the process of perpetuating our continued use and enjoyment of the automobile. You’re
